PACIFIC ASSOCIATION/USATF BOARD OF ATHLETICS MEETING MINUTES 
January 19, 2005; Sheraton Grand Hotel, Sacramento
Meeting called to order at 7:43 p.m.

MINUTES of the January 19, 2005 meeting were unanimously approved with a 
correction from Phil Watkins who was added to the list of attendees.
 
ELECTIONS 2005 is an election year for PA Officers and Sports Committee 
Chairs.
Nominations at this meeting: Jerry Colman for President; Dick Connors and 
Fred Baer for Vice President; Tyler Abbott, Treasurer (2nd term); Cynci Calvin 
(Secretary (2nd term)
Sports Committee Officers needed by August 31.
 
TREASURER'S REPORT 
o Currently showing a $8500 due to flow through funds from sanctions, 
memberships, investments. 
o Now under accrual system
o Approved unanimously: From this point forward the PA/USATF will use both 
accrual and cash flow accounting systems for bimonthly reports; for budget 
purposes accrual system will be used.
o Discussion about bad checks
o On-line sanction payments are being encouraged.
o Treasurer noted that interim accrual statements are not likely to be 
accurate.
o Treasurer's report approved unanimously.
 
2005-2007 NCAA DIVISION I T&F CHAMPIONSHIPS 
o Will be run by CSUS 
o Dick Connors is the Officials' Director 
o George Kleeman is PA/USATF Liaison
 
 
2006 JUNIOR OLYMPIC XC CHAMPIONSHIPS 
o PA did not get the bid
o Spokane, who got the bid, had lots of glitz - power-point presentation, 
goodies, etc.
o Cyclical as to what actually works; coming back to same place can work 
against the venue; Spokane has a very good Youth Committee.
 
2006 NATIONAL FALL XC CHAMPIONSHIPS 
o Peanut Harms and the Aggies are working with Tim Wason (course director) 
to present a bid at the Winter XC Nationals in February to have the 2006 Fall 
XC National Championships at GG Park in San Francisco.
o Discussion about also bidding for 2007 (Convention is in Hawaii) and 2008 
(convention is in Reno)
o Approved unanimously: For the Pacific Association to support the 2006 Fall 
XC Nationals bid as described by Peanut Harms and Tim Wason and to consider 
bidding for the 2007 and 2008 Fall XC nationals.
 
2007 JUNIOR OLYMPIC T&F CHAMPIONSHIPS (July)
o Bid must be completed by 7/01/05
o CSUS might not be available due to new arena construction, so need a "Plan 
B" for venue - Hughes Stadium Sacramento or San Jose City College; lodging 
much more expensive in San Jose so Hughes best choice.
o Cost of bid: Sacramento Sports Commission willing to help.
 
2008 OLYMPIC T&F TRIALS 
o Sacramento is bidding for both the T&F Trials and the Swimming Trials 
(overlapping dates) 
o Only other bid is from Carson
o Will be decided in May; swimming to be decided in March.
 
2004 USATF NATIONAL CONVENTION (Bob Podkaminer, PA Delegation Chair)
o There were two "no shows" in the PA delegation
o Reminder that substitutions for voting delegates deadline is the opening 
morning of the convention.
o Bob Podkaminer submitted written report covering voting, awards, and 
convention overview. 
o Bob Podkaminer acknowledged by all present at the meeting for his hard 
work as the PA Delegation Choir. 
 
PROPOSED AMENDMENT TO THE PA/USATF BYLAWS 
o Article 8: provision for succession of officer positions and for immediate 
past president 
o Proposed amendment: Immediate Past President's successor is the previous 
Immediate Past President and the successor of the President, Vice President, 
Treasurer and/or Secretary is to be appointed by the most senior PA officer with 
the approval of the Executive Board until the next regular election or until 
the next appropriate election. 
 
2005 GOLDEN WEST 
o LOC wants out (after 44 years); should the PA take it over?
o More athletes should be invited to attend; more athletes means more 
revenue.
o Scheduled for the Sunday after NCAA Meet (Wed-Sat.) 2nd weekend of June 
at CSUS
o Discussion: pros - great timing for coach and HS athlete interaction, 
keep the tradition going; cons: possible track spectator burnout from NCAAs, 
possible difficulty in acquiring resources (volunteers, etc.)
o Needs publicity, changes in recruiting (set standards, allow more athletes 
I to participate, get local HS coaches to help).
o Straw vote was 13 in favor, 5 against moving forward.
o Motion approved by majority to have John Mansoor explore possibilities and 
present findings to the Executive Board who will decide upon a course of 
action.
o Sponsorship the main issue - need a minimum of $10,000
o Need an "org chart" for human resources
o Jerry and John are both available to work it; Fred Baer can help with PR; 
CVB will provide assistance.
 
COMMITTEE REPORTS 
o Membership, Irene Herman - presented current membership totals; good for 
this early in the year.
o Coaches - Dave Shrock sent in a written report
o Communications, Cynci Calvin - CTRN deadlines coming up; web site is 
getting a new host.
o Youth, Joanne-Slaton Camargo - still need site for PA JO Champs; College 
of San Mateo suggested by Fred Baer 
o Officials, Dick Connors - are booked solid for season; need to outreach 
more for new officials.
o LDR - Tyler Abbott mentioned national USATF top performance awards (Peter 
Gilmore, Magdalena Lewy, Kim Fitchen)
o Race Walk, Art Klein: Track fund - 75% raised; U.S. Army is looking for a 
location for all its athletes to train - might consider Monterey Bay facility; 
at National Convention it was announced that the RW Subcommittee has finished 
the RW Judging Handbook; there are 3 new association officials and 2 new 
national RW officials.
o PA Office - John Mansoor - 
1) Late fee has been instigated by national office for clubs who have 
not registered by April 30. This is especially important information for Youth 
and XC Clubs; need to get this out via email, letter, and web site.
2) Background checks can all be done on-line by anyone.
3) Another XC course will be developed - Granite Regional Park, across 
from CSUS
o Media, Fred Baer: Pole Vault Summit was sold out (16,000 athletes 
participating); free lunch by Nike for USATF media
